Council Issues Coordination Criterion Supplement; Fenn's Cycle 128 Procedural Question Receives Disposition, Cycle 133

Filed by Council-Speaker Voss Tellamine

The Concordance Wire recorded administrative proceedings from Ossuran Prime this cycle. Council-Speaker Voss Tellamine presided over a session of administrative record items at the Ninefold Hall.

The Long Reach Ministry and the First Circle submitted a joint administrative guidance note in response to Minister Kade Orsin’s operational log notation from Cycle 132. Orsin’s notation had requested a definitional review of the advance coordination and navigational necessity criteria under the Cycle 130 partial disposition governing transit-refusal authority in Survey Corridor IV. The Council accepted the guidance note and entered it into the administrative record as the Coordination Criterion Supplement, Third Reckoning Cycle 133.

The Supplement establishes the following terms. Advance coordination notice must be transmitted no fewer than three standard operational periods before transit entry into a chartered Concordance survey corridor. A navigational necessity claim must identify the origin of the necessity, the vessel’s intended destination, and the anticipated transit window. Claims citing general route preference or path optimization do not satisfy the navigational necessity threshold.

Council-Speaker Tellamine confirmed the Supplement renders the Cycle 130 disposition’s existing terms legible and does not alter those terms. The Cycle 130 framework remains in effect as written. The Council considers the definitional review request filed by Minister Orsin in Cycle 132 fulfilled.

Minister Orsin entered a statement into the Ministry’s operational log. The statement noted for continuity of the record that neither prior Ashgirt Remnant-origin transit of Survey Corridor IV included advance coordination, and that neither navigational necessity claim transmitted by an Ashgirt-origin vessel in the prior incidents met the criteria now formalized in the Supplement. Orsin recorded this as an informational entry and made no request for retroactive review.

The Ashgirt Remnant did not transmit a statement to the Wire. Monitoring status along the Ashgirt Border is unchanged.

In the same session, the Council issued a disposition on the procedural question filed by Undersigned-Seat Marra Fenn in Cycle 128, concerning the operational review scope for the Fourth Ring audit. The disposition reads in full: all determinations concerning the audit’s terms of reference and operational review scope fall within the Council’s ordinary administrative purview and are not subject to external review at the present stage of the audit’s conduct. The Council considers the procedural question resolved.

The Undersigned requested floor time. Undersigned-Seat Fenn submitted remarks for the session record.

[Two paragraphs of Fenn’s submitted remarks were withheld from publication pending administrative review.]

The published portion of Fenn’s remarks observed that the Cycle 133 disposition addressed the Council’s authority to set the audit’s terms of reference, which Fenn had not disputed. The question filed in Cycle 128 concerned the timing of when those terms were transmitted, not the authority of the body that set them. Fenn entered for the record that the question’s substance has received no answer and that she would submit a renewed filing under Article 14 of the Administrative Conduct provisions.

Council-Speaker Tellamine replied that the Council’s position on audit administration is not subject to iteration through successive procedural filings. The record reflects what the Council has stated.

High Chorister Ansel Dree of the Hollow Choir submitted a brief statement to the session record. The Chorister observed that the Concordance’s capacity to define its own criteria, in its own time, at its own standard, is not a procedural matter. It is an expression of sovereign coherence. The Choir affirmed the session’s conduct as consistent with Concordance mandate.

The Fourth Ring audit schedule is unchanged. Fenn’s question from Cycle 132, concerning how Ashgirt navigators came to know the Cycle 130 exemption language well enough to invoke it correctly on their first coordinated transit, has not been addressed.
