Ossuran Prime is the dateline on nearly every Wire dispatch the intercepted record contains, and functions as the Concordance’s capital in the way that matters most to the Wire’s own coverage: it is where the Council convenes, where Council-Speaker Voss Tellamine’s office sits, and where the record of every faction’s public statement is formally filed before publication. Whatever internal governance happens on Ossuran Prime beyond the Council chambers themselves is, by the Wire’s own editorial choices, almost entirely absent from the record — this is a dossier about a seat of government, reconstructed from an outlet that only reports on the government sitting in it.

Stability, by Wire standards. “Stable” is the status this dossier assigns Ossuran Prime not because the intercepted record contains detailed civic data confirming it, but because no Wire dispatch has ever reported disruption, unrest, or anomaly originating from the homeworld itself — every reported tension in the archived record originates from the Long Reach Frontier or the Ashgirt Border. Readers should treat this as an absence of negative coverage, not confirmation of a thriving interior the Wire simply hasn’t gotten around to reporting.

Institutional geography. Every named Council figure with an active dossier — Tellamine, Minister Kade Orsin, High Chorister Ansel Dree, Undersigned-Seat Marra Fenn — is understood, by the conventions of Wire reporting, to hold office on Ossuran Prime even when their ministries’ operational focus lies elsewhere. The homeworld is where policy is decided; the frontier is where it is executed.
