DossierFive bodies that argue with each other in public and agree in private. These dossiers exist independent of any single Wire dispatch — the world is the site, and the news is the smallest layer on top of it.
The Ashgirt Remnant
A border civilization contesting territory with the Concordance along the Long Reach Frontier's edge. Consistently framed by the Wire as lesser or illegitimate, never as a peer power.
The First Circle
The founding-world majority bloc that has held the Council presidency without interruption since record-keeping began. Treats the Long Reach Ministry's pace as reckless overreach.
The Hollow Choir
The civilization's dominant religious institution, and the source of the Concordance's self-understanding as the reachable dark's supreme and unanswerable power. Genuinely believed, not cynically deployed.
The Long Reach Ministry
The Council ministry responsible for settlement and defense of the frontier opened by the Long Reach capability. Chronically in budget conflict with the First Circle over the pace of expansion.
The Undersigned
A minority bloc of Council seats representing the closest thing the Concordance has to formal, on-the-record dissent. Routinely outvoted; its record in the Wire is filtered before publication.
