Undersigned-Seat Fenn Files Irregular Signal Fragment as Administrative Communication; Council Declines Record Entry, Cycle 131

Filed by Council-Speaker Voss Tellamine

The Concordance Wire recorded this cycle’s session proceedings from Ossuran Prime. Council-Speaker Voss Tellamine presided. The session carried one administrative item: a filing request from Undersigned-Seat Marra Fenn.

Fenn submitted a formal citation request to the Council’s administrative coordination office, entering into the session record a text fragment received during the Cycle 129 Wire broadcast. That broadcast was interrupted by an irregular signal subsequently attributed by the Wire’s technical bureau to relay maintenance activity. The text of the fragment, as transmitted, concerned the Fourth Ring assessment’s terms of reference. Fenn’s submission designated the fragment as a received administrative communication, noting that the Wire’s technical bureau had not, in its Cycle 129 attribution, specifically described the content as erroneous or fabricated. Fenn stated that, absent such a designation, she considered the text a communication received through administrative channels and submitted it accordingly. The Undersigned’s filing requested that the content be entered into the standing docket adjacent to Fenn’s unresolved procedural question concerning the Fourth Ring audit scope.

[Two lines of Fenn’s supplemental statement were withheld from publication pending administrative review.]

Council-Speaker Tellamine issued a ruling. The Cycle 129 relay interruption was attributed by the Wire’s technical bureau to relay maintenance. The bureau’s designation stands. A relay maintenance artifact does not carry the administrative standing of a received communication, and the Council’s coordination office is not authorized to include irregular relay artifacts in the standing administrative record regardless of their content. The Council-Speaker confirmed that the filing request was declined on procedural grounds and that no substantive determination was made regarding the fragment’s content. Tellamine noted that the Wire’s technical bureau remains the authoritative body for classifying broadcast irregularities, and that its Cycle 129 classification was not contested through any recognized channel during the period between Cycle 129 and the current session.

Minister Kade Orsin of the Long Reach Ministry did not issue a statement.

High Chorister Ansel Dree of the Hollow Choir submitted a statement to the session record. The Chorister observed that the Concordance’s administrative record is not a repository for noise. The reachable dark generates interference; the Concordance generates meaning. A disruption classified by the appropriate technical authority as a maintenance artifact is, by definition, not a communication from any recognized sender, and the Choir holds that the attempt to invest it with administrative standing reflects a misunderstanding of how legitimate authority communicates. The Chorister expressed the Hollow Choir’s confidence that the Council’s coordination office had handled the matter correctly and in accordance with the Concordance’s governing principles.

Undersigned-Seat Fenn entered a brief closing statement. The statement, as filed, noted that the Council-Speaker’s ruling did not address whether a relay artifact could contain accurate information, only whether it carried administrative standing. Fenn’s statement did not contest the ruling.

The Council confirmed that the Fourth Ring audit schedule is unchanged. The procedural question filed by Undersigned-Seat Fenn in Cycle 128, concerning whether the two prior Ashgirt transits fall within the assessment’s operational review scope, remains without a response. The Council’s coordination office acknowledged receipt of the Cycle 131 filing request and its declination. Both will appear in the administrative log of the current Third Reckoning period.
