The Long Reach Ministry Established
The Long Reach capability’s arrival — expanded long-range travel that opened territory the Concordance had no prior institutional apparatus for governing — forced the creation of an entirely new Council ministry within a single cycle of the breakthrough itself. The Long Reach Ministry was established at Cycle 116 with a mandate the First Circle’s own founding charter had to be amended to accommodate: authority to settle and defend territory the Concordance had not previously held or even mapped in full.
Kade Orsin, then a mid-ranking administrator with no prior ministerial post, was installed as the Ministry’s first — and to date, only — minister. The appointment record gives no detailed rationale beyond “demonstrated administrative decisiveness,” language that, two cycles later, reads as an accurate preview of the Ministry’s entire subsequent institutional style.
