Ministry Disputes Ashgirt Navigational Claim Following Second Corridor Transit; Formal Posture Petition Filed

Filed by Minister Kade Orsin

The Long Reach Ministry reported this cycle that a second Ashgirt-origin vessel transited the Fourth Ring survey corridor perimeter. Unlike the prior transit logged in Cycle 125 without communication, this vessel transmitted before it departed.

The transmission, recorded by Ministry survey teams operating the corridor perimeter, identified the vessel’s entry as a matter of navigational necessity. The Ministry’s incident filing does not reproduce the transmission in full. It notes the transmission was received, logged, and forwarded to the Council’s administrative desk without alteration.

Minister Kade Orsin’s office issued a formal dispute of the Ashgirt framing within the same filing period. The Ministry’s position, stated plainly: the Fourth Ring survey corridor is a Concordance-chartered operational zone, not a navigational passage, and carries no established transit allowance for external vessels. A claim of navigational necessity, the Ministry’s statement reads, “presupposes the existence of a right this corridor does not recognize and the Council has not granted.” The Ministry further notes that the Ashgirt Remnant’s choice to communicate represents a change in conduct from the Cycle 125 transit, and that this change does not constitute an improvement in the incident’s character.

Alongside the dispute, Minister Orsin formally petitioned the Council to authorize an enhanced survey posture in the Fourth Ring corridor pending the conclusion of the interim audit. The petition does not specify enforcement mechanisms. It requests that the Council formally designate the corridor as a protected survey zone with administrative authority to refuse transit.

Undersigned-Seat Marra Fenn filed a brief comment to the Council session record, noting that the audit the Ministry cites as the governing timeline is one for which the scope has not been published, and submitting that the Council could not responsibly authorize new posture designations against an audit whose parameters remain unavailable outside the First Circle’s administrative office. The comment was entered into the session record as received.

The Ashgirt Border has now logged two Concordance corridor incidents inside a single audit period. Council-Speaker Voss Tellamine confirmed the Ministry’s petition had been received and entered into the Council’s formal docket. The interim audit of the Long Reach Frontier expansion corridor continues on its established schedule. The Council will address the petition at the appropriate juncture.
