Hollow Choir Issues Doctrinal Assessment; Council Declares Undersigned Objection Addressed in Governing Dimension

Filed by Council-Speaker Voss Tellamine

The Hollow Choir submitted a formal Doctrinal Assessment to the Council this cycle addressing the Long Reach expansion program’s compatibility with the Concordance’s established understanding of its own mandate. The Assessment, filed through High Chorister Ansel Dree’s office, concludes the expansion program is required by the Concordance’s primary obligation to fill the territory it was given.

High Chorister Dree addressed the Council in closed session before the Assessment’s formal filing. His statement, included in the Assessment’s summary: “The Concordance was not extended the Long Reach so that it might deliberate on whether to use it. The Choir’s position, now formalized, is that prolonged uncertainty over pace and scope constitutes an administrative failure of confidence, not a governance virtue. The Choir has always counseled certainty.”

The Hollow Choir transmitted the full Assessment to the Wire Desk following the Council session. It is twenty-two pages. A summary of its findings is available through the First Circle’s administrative office.

Council-Speaker Voss Tellamine, speaking at Ossuran Prime, confirmed the Assessment had been received and entered into the Council’s formal record. In the same session, the Speaker announced that the Council had reviewed the outstanding objection filed by the Undersigned across six consecutive Wire editions and determined the objection had been addressed in its essential governing dimension. The objection remains in the Council’s record as received.

Undersigned-Seat Marra Fenn filed a response to both the Doctrinal Assessment and the Council’s determination before the session closed. The response was received and entered into the record. [One portion of the Undersigned seat’s submission was withheld from this edition and filed separately to the Council under administrative review.]

The interim audit of the Long Reach Frontier expansion corridor continues on its established schedule. Publication of the audit scope, which the Undersigned seat formally requested in the prior cycle, was not addressed at the session.
