First Circle Grants Partial Approval to Fourth Ring Request

The First Circle has approved a reduced first tranche of the Long Reach Ministry’s Fourth Ring settlement request, Council-Speaker Voss Tellamine’s office confirmed, with the remaining balance deferred pending an interim audit of Third Ring outcomes. “The Council is not withholding support for the frontier’s growth,” Tellamine’s office stated. “The Council is sequencing it.”

Minister Kade Orsin’s office called the tranche “sufficient to maintain momentum” but did not characterize the deferral as a setback, consistent with Ministry practice of framing every outcome as forward progress. The interim audit’s scope has not been published.

The partial approval keeps the Long Reach Expansion storyline in its escalating status rather than resolving it — the deferred balance, and the audit’s findings, are expected to be the subject of a future dispatch. Undersigned-Seat Marra Fenn’s standing objection, which specifically calls for exactly this kind of audited sequencing, was not credited in today’s announcement.
