The Council's Ordinary Review

“Received and under the Council’s ordinary review” is the First Circle’s standard response to any formally filed matter it has not resolved, most notably Marra Fenn’s standing Undersigned objection, which has carried this exact status across multiple Wire editions without further movement. The phrase does not distinguish between a matter genuinely under active review and one that has, in practice, been shelved indefinitely; the Wire has never reported which applies in any given case.

The phrase appears in the Wire’s record wherever a formal submission requires an acknowledged response but does not compel further action. The First Circle’s administrative secretariat issues it as procedural record, not substantive engagement. No timeline follows. No condition for resolution is published alongside it. The Wire treats the designation as complete coverage of the filed matter and moves on.

Undersigned-Seat Marra Fenn’s objection to Long Reach Ministry expenditure levels received this designation in Cycle 121, Third Reckoning, and held it across at least six consecutive Wire editions with no reported change. No First Circle release in that span indicated that the matter moved, escalated, or was referred elsewhere. When Cycle 126 arrived, the Council cited a Hollow Choir Doctrinal Assessment to declare the objection “addressed in its essential governing dimension.” Whether ordinary review formally concluded before that declaration, or whether the Council declared the objection addressed while it remained nominally under review, the Wire did not clarify. Fenn’s original filing and her subsequent request for audit scope publication both carry the ordinary review designation in the archived record. The one paragraph of her Cycle 126 response that the Wire did not publish is not in the record at all; ordinary review does not appear to protect a filed matter from being edited on its way out.

A matter receiving this designation cannot, by inference from the archived record, compel a deadline or a public update from the Council. The First Circle has not published a schedule for its ordinary review process, and no Wire edition has pressed for one. Filed matters appear in the archived record at submission and again only if the Council issues a change in status. The space between those two events is, in every documented case, ordinary review.
