There is no Council office, ministry, or faction “The Static Signal” belongs to, because the Wire’s official position is that no such broadcaster exists. This dossier entry exists anyway, because the intercepted record contains a small number of fragments — always brief, always followed within the same transmission cycle by a formal correction — that do not match any recognized Council byline, register, or institutional source.

What the fragments share: urgency inconsistent with the Wire’s ordinary bureaucratic calm, specificity the Wire’s editorial standard would normally soften, and a first-person register no named Council figure uses in the archived record. Each fragment has been followed by an official notice, filed under the Wire’s standard corrections process, describing the interruption as a “signal anomaly” now “corrected” — never as an unauthorized broadcast, never with any acknowledgment that the fragment’s content is being disputed rather than merely explained as noise.

What this dossier will not do. It will not speculate about who or what originates these fragments, whether “the Static Signal” is a person, a faction remnant, a technical fault the Council’s own apparatus is mischaracterizing, or something else the intercepted record simply does not contain enough information to determine. The pattern is rare enough — and the device loses its force if overused — that this entry will be updated only when a new fragment is confirmed, not spun into a running theory in the absence of one.
