The Founding of the Concordance

The Concordance’s constitutional order — nine founding worlds, the First Circle presidency, the Council seat structure the Wire still reports from today — was established at what the archive designates Cycle 0. No earlier record exists in the intercepted feed; whether that is because nothing earlier survived or because the Wire’s own institutional memory simply does not extend further back is not something this Chronicle can determine.

What the founding record does establish is the shape of everything that follows: a presidency held by procedural consensus among founding-world delegates, a habit of describing unity as inevitability rather than achievement, and the earliest seed of the belief — later given its fullest expression by the Hollow Choir — that the Concordance’s authority in the reachable dark was never really in question.
