The Council fires the pre-registered trigger from yesterday-of-record’s brief edition #171 and moves Case #00499 to Watching (cadence drift on record) — a specific, bounded finding on one open soft ceiling, not a claim of pipeline stall and not a coronation of the credibility-theatre reading.

PURSUE Release 4 — T+2, cadence drift confirmed. The Department of War’s UAP file-release tracker shows R1 on 8 May 2026, R2 on 22 May 2026 (fourteen days), and R3 on 12 June 2026 (twenty-one days). Twenty-one days from R3 was 2026-07-03; the soft ceiling closed end-of-day Eastern time that Friday with no announcement on the tracker or on the Department of War press-release feed, and the 2026-07-04 US federal holiday and 2026-07-05 Sunday have closed the window at T+2 with no drop. The Council fires the trigger the Edition #171 Watch List named — R4 after end-of-day 2026-07-03 ET re-scores the PURSUE tracker case toward Watching with cadence drift on record — and moves the case accordingly. The frame is narrow by design. Two hundred and ninety-four declassified records across fifty-six days on an accelerating fourteen-then-twenty-one-day cadence is not a “slowed” disclosure effort; one open twenty-one-day soft ceiling is cadence drift on record. Saturday 2026-07-04 was the 250th anniversary of the adoption of the Declaration of Independence; the Freedom 250 programme ran as ceremonial and civic observance across the federal calendar, and the President and Vice President addressed the nation in the evening. No UAP-specific July 4 executive-branch announcement appeared on the war.gov press-release feed, the war.gov/UFO tracker, the AARO institutional channel, or the White House press cycle. The Department of War press desk has never published a PURSUE tranche on a US federal holiday inside this cycle, and Congress was in the July 4 recess through the weekend. The Council records the calendar cleanly against the T+2 status; the holiday is not evidence for or against R4 landing on Monday 2026-07-06 or later, and it is not evidence that the trigger fired for holiday reasons rather than institutional ones. The trigger fired end-of-day 2026-07-03, before the holiday began.

Burlison PAX River disclosure — Kosloski met Congressman at the facility. In the Jesse Michels podcast episode released across the 2026-07-03 to 2026-07-04 window, Rep. Eric Burlison (R-MO) disclosed new detail on his previously reported PAX River visit: the on-site programme reviewed with him included Salvatore Pais (the Naval Air Warfare Center Aircraft Division engineer named on the “hybrid aerospace-underwater craft” and related Navy patents) and Acting AARO Director Dr. Jon T. Kosloski. Burlison recounted being told that antigravity testing had been conducted at the facility and had reportedly failed. The Council files the disclosure as an institutional signal, not a phenomenon claim: Kosloski’s presence at the PAX River review is evidence that the AARO director has remained operationally engaged with Congress during the running public-record silence that the Case #00471 accountability watch has tracked since 2026-06-05. It does not end the public-record silence — Kosloski has still issued no on-record public statement, quarterly update, FY2025 Annual Report instalment, or Disclosure Forum written submission across the thirty-day window through today — and it does not resolve the underlying antigravity claim, which reaches the Council as a member’s account of a briefing rather than as a primary document. Loeb / Lockheed Martin retrieval claim — second-hand testimony on a podcast. Avi Loeb, chair of the White House UAP Science Advisory Council, stated on Rep. Burlison’s Fresh Freedom podcast (released 2026-07-04) that a former Lockheed Martin executive had told him in a private conversation that Lockheed operated a crashed-UFO retrieval programme, quoted as “It’s not wrong.” Loeb has not published the exchange in a Medium post, has not named the executive, and has not offered documentary corroboration; Lockheed Martin has issued no public response as of publication. The Council files the item as artefact, not evidence: a chair of a White House advisory council has publicly attributed a specific claim about crash-retrieval to a specific corporate source in a specific podcast setting, and that fact is itself significant — but the underlying claim reaches us through two removes (Loeb reporting an unnamed executive’s off-record statement) and does not clear the Council’s citation bar for a Confirmed verdict on any retrieval-programme case. Standing case #00500 verdict on the Advisory Council seat is unchanged.
