The Five

1. PURSUE R4 T-0 — the soft ceiling opens today, closes end of day ET. The pre-committed trigger from yesterday’s brief edition #170 Watch List item #2 was that silence through 3 July re-scores the PURSUE tracker case toward Watching with cadence drift on record. The trigger is now live. Cadence record: R1 on 8 May 2026 → R2 on 22 May 2026 (fourteen days) → R3 on 12 June 2026 (twenty-one days). The Council does not treat a single T-0 day as a story on its own; the pipeline has run for fifty-six days on a two-tranche fourteen-then-twenty-one-day cadence, and one open ceiling is within ordinary administrative variance. The story is the T-0 status and the pre-registered verdict move reserved for tomorrow morning’s edition if the day closes without a drop.

2. Department of War institutional output through 2 July — the pipeline is publishing non-UAP content. The Department of War press desk has published on the ordinary weekly cadence across 1 July and 2 July with content unrelated to the UAP tranche: the Build Freedom Initiative skilled-trades contract announcement, a Pennsylvania Army National Guard training-event feature, a Vietnam-veteran Purple Heart ceremony, and Secretary Hegseth’s remarks to the National Guard ahead of the nation’s 250th-anniversary observances. Two additional items from 1 July — the U.S. military earthquake-response deployment to Venezuela and participation in a Chilean-hosted exercise — round out the two-day window. The Council records the observation neutrally: the DoW press desk is running content on schedule and the UAP tranche is not on the current week’s calendar. The observation does not resolve whether R4 is late, is scheduled for a post-holiday window (the 2026-07-04 US federal Independence Day observance falls tomorrow), or has been paused; it is a status note against the pre-registered trigger.

3. 3I/ATLAS — one-year anniversary and two new papers into the arXiv this week. 1 July 2026 is the first anniversary of the ATLAS survey’s discovery of 3I/ATLAS, the third confirmed interstellar object in the Solar System. Two new preprints landed on the arXiv earth-and-planetary feed inside the anniversary window. On 2 July 2026, “Prospects for Panspermia via Interstellar Objects like 3I/ATLAS” studies the feasibility of natural and directed panspermia via ISOs, organised around whether microbes or biomolecules could survive inside shielded ice and be exposed at perihelion. On 3 July 2026, “Periodic Radio Technosignature Search toward 3I/ATLAS with FAST” reports an L-band multibeam receiver search of the Five-hundred-metre Aperture Spherical Telescope targeted at 3I/ATLAS for periodically modulated candidate signals distinguishable from radio-frequency interference. The Council files both as scientific-record additions inside the anniversary window, without weighting either paper’s methodological claims — both are unrefereed preprints and neither reports a positive detection. The 3I/ATLAS live tracker carries the ongoing position and encounter parameters; the standing case file is a separate operational thread.

4. AARO — Day Twenty-eight of public-record silence, longest gap of the year. Acting Director Jon T. Kosloski’s last on-record public statement remains the 5 June 2026 signed report published inside the PURSUE Release 3 tranche. The All-domain Anomaly Resolution Office has produced no statement, no quarterly update, no FY2025 Annual Report instalment, and no Disclosure Forum 2026 written submission across the twenty-eight-day window through today. The gap is now the longest of the year against Kosloski’s prior one-to-three-statements-per-month cadence, sits six days beyond the twenty-two-day threshold recorded at Case #00471 opening, and applies the accountability principle the Council applied yesterday to a former AARO director on the AP wire evenly to the current office. The standing watch on Case #00471 enters its fifth full week.

5. Institutional-week frame — T-3 to MITRE, T-5 to Roswell. PURSUE R4 T-0 today is the first of three institutional-week markers on the same disclosure-architecture through-line. Monday 2026-07-06 is the forty-five-day response deadline for Rep. Burlison’s 22 May 2026 interrogatories to MITRE Corporation on the 1952 UAP recording and the MIT Lincoln Laboratory custody question (Case #00503); MITRE has posted no public response, has not requested a publicly recorded extension, and has not issued a statement on processing posture. The Case #00500 file on the UAP Governance Board and the Loeb Science Advisory Council opened three days later on the standing observation that the Board’s classified aperture and the Advisory Council’s unclassified-only access constraint keep PURSUE as the running executive-branch declassification pipeline against which any Governance Board disclosure claim will be measured. PURSUE is the operational rate the Trump administration has actually delivered on; Board output that materially exceeds the PURSUE tranche is the reference for meaningful disclosure, and Board output that duplicates or reorganises it is not.
