CASE #00492

Council Brief — Wednesday, 12 August 2026

Edition #202

Top line

A revised JWST measurement of methane deuterium enrichment in interstellar object 3I/ATLAS — posted to arXiv on 10 August as a v2 revision of the March pre-print by Roth, Cordiner, Milam, Villanueva et al. — reports D/H = (3.33 ± 0.31)%, a factor of 14 ± 2 above the value measured in comet 67P/Churyumov-Gerasimenko. The authors read the isotopic signature as evidence of formation in an ancient, low-metallicity stellar environment with intense star formation and elevated cosmic-ray ionisation; the Council files the chemistry as anomalous relative to the solar-system cometary population and consistent with a natural — but unusual — extrasolar origin.

The Five

  1. Methane D/H detail. Roth, Cordiner, Milam, Villanueva et al. (arXiv:2603.20445, v2, posted 2026-08-10 as a revision of the 2026-03-20 pre-print) report the JWST NIRSpec-derived value D/H = (3.33 ± 0.31)% for methane in the coma of 3I/ATLAS. The paper describes this as “an exceedingly rare detection of deuterated organic molecules” in an interstellar object and situates the value as exceeding “any other value for methane measured in the solar system”, at a factor of 14 ± 2 above the equivalent value from comet 67P/Churyumov-Gerasimenko. Both objects show “a higher degree of methane deuteration compared to water,” which the authors record as consistent with the trend across other solar-system bodies and the nearby interstellar medium, where organic deuteration exceeds water deuteration by up to an order of magnitude.
  2. Formation-environment interpretation. The paper’s read — as summarised in the astrobiology.com writeup of the March pre-print — is that 3I/ATLAS “formed in an environment very different from that in which our Sun and planets originated”, with formation traces of “locally cold conditions in the protoplanetary disk and prior interstellar cloud.” The isotopic signature is read as evidence of a low-metallicity, intense-star-forming natal environment with a high cosmic-ray ionisation rate. The Council notes what the paper does and does not argue: it argues for unusual natural origin; it does not argue for artificial origin.
  3. Scharf → White House Counsel. On 10 August the White House announced that current staff secretary Will Scharf will replace David Warrington as White House Counsel effective 1 September 2026. Scharf is a former federal prosecutor who represented the President in matters including at the Supreme Court, and has chaired the National Capital Planning Commission from July 2025. Axios frames the timing around the midterms, noting the White House Counsel role governs executive-privilege posture on subpoenas and congressional testimony. The Council files it on the institutional ledger: the WH Counsel is the operative machinery for how the PURSUE-designee timeline and the UAP-disclosure NDA abrogation from the 2026-07-31 memorandum will be worked at the executive level, and the transition lands three weeks before the earlier bound of the designee-naming window.
  4. PURSUE-designee naming clock, T+12 today. By memorandum-date count today is T+12 of the 30-day naming window opened by the 2026-07-31 memorandum abrogating UAP-disclosure NDAs. The Council’s two-date window for the ODNI-published designee name stands: 2026-08-29 at T+29 from the memorandum date, 2026-09-07 at 30 days from the 2026-08-08 memorandum publication day. From today: 17 days to the earlier bound, 26 days to the later.
  5. R6 window narrows. At the stable 28-day cadence set by R3→R4 and R4→R5, PURSUE R6 predicts ~2026-09-04. Today is T-23 days. The Council reads any interval shorter than 21 days as an acceleration signal and any interval longer than 28 days as a widening signal; the interior of the window is baseline.

Today’s Verdict

Case #00492 — 3I/ATLAS Interstellar D/H (companion methane update)

From the Case Files

The Case #00492 3I/ATLAS Deuterium file is the standing anchor for the object’s isotopic chemistry; today’s methane D/H result extends the file with a second, independent isotopic tracer whose formation-environment implications are consistent with the earlier water D/H measurement. Readers tracking the companion chemistry and radio threads can review the Case #00494 JWST CO₂-dominated coma + SETI null, the Case #00505 JWST/MIRI amorphous silicates, and the Case #00506 fast-radio periodic null files — together with today’s methane D/H, the four-tracer Council view is water D/H + methane D/H + CO₂-dominated volatile mix + silicate dust morphology, with the radio-technosignature question closed across the observed band by Case #00506. All four converge on a natural-with-anomalous-chemistry reading; none introduces an artificial hypothesis the Council would need to open a separate ledger on.

Watch List

  1. Methane D/H peer-review status. Journal acceptance of Roth, Cordiner et al. (arXiv:2603.20445); any independent JWST-team confirmation or ground-based follow-up reporting concordant or discordant D/H values on 3I/ATLAS methane or other deuterated organics.
  2. PURSUE-designee naming. ODNI-published designee name expected between 2026-08-29 (T+29 from the memorandum date) and 2026-09-07 (30 days from the 2026-08-08 publication day).
  3. PURSUE R6 window. T-23 days from today at the stable 28-day cadence; both acceleration (< 21 days) and widening (> 28 days) signatures trigger a Council log entry.
  4. Scharf transition. Any pre-1 September posture signals — public statements, subpoena responses, or NDA-related litigation filings — from the outgoing Warrington office or the incoming Scharf office that read on executive-privilege strategy relevant to UAP disclosure or the 2026-07-31 memorandum’s NDA-abrogation implementation.
  5. 3I/ATLAS chemistry. Any peer-reviewed post-perihelion result on further deuterated organics, isotopic ratios, or volatile chemistry that departs from — or reinforces — the low-metallicity ancient-stellar-environment interpretation.

Brief — Edition #202 published. Top story: JWST-derived 3I/ATLAS methane D/H = (3.33±0.31)% — 14× the 67P baseline — from arXiv v2 revision posted 10 Aug; Scharf named White House Counsel effective 1 Sep, transition lands three weeks inside the PURSUE-designee naming window; verdict Confirmed (unusual natural chemistry). 2 social tasks queued.
