CASE #00493

Council Brief — Wednesday, 10 June 2026

Edition #155

Top line

David Grusch’s June 9 Capitol Hill press conference produced no new documentary evidence — only a reference to a previously declassified National Archives holding and renewed allegations that the Defense Intelligence Agency is withholding foreign-collected UAP records from Congress. The day’s only independently verifiable disclosure came from a different direction entirely: NASA’s James Webb Space Telescope reported the first methane detection in the coma of interstellar comet 3I/ATLAS.

The Five

  1. Grusch accuses DIA of concealing foreign UAP records — without producing a document. From the Capitol steps at 1:00 pm ET, David Grusch told reporters that the Defense Intelligence Agency has refused multiple congressional requests for UAP material collected by allied services, framing the alleged refusal as evidence the program operates outside U.S. oversight. No request number, refusal letter, or named program accompanied the claim. Sources: r/UFOs reporting on the DIA allegation; press conference megathread; see Case #00493.

  2. The only document Grusch held up was already public. The “declassified document” Grusch referenced from the lectern is a pre-existing National Archives release — pages 7–16 of a previously catalogued holding routinely available through standard NARA channels, not a new disclosure. No member of Congress at the rally produced a new classified holding, named a new program beyond Grusch’s 2023 testimony, or announced binding legislative action on the UAP Disclosure Act. Sources: declassified NAA document thread; community analysis: claims outran the evidence.

  3. Webb detects methane on 3I/ATLAS. NASA’s James Webb Space Telescope reported the first hydrocarbon signature on the inbound leg of interstellar comet 3I/ATLAS — a methane detection in the post-perihelion coma. Methane photolyses rapidly under solar UV, so its persistence implies either ongoing endogenic release or a frozen-mantle reservoir thawing as the comet recedes; both readings constrain the open question of the object’s pre-stellar age. The detection sits alongside the prior CO₂ measurement logged in Case #00494. Sources: EarthSky; post-perihelion coma spectroscopy preprint (arXiv:2603.07718).

  4. Allen Telescope Array SETI scan of 3I/ATLAS returns a clean null. Astronomers using ATA assets ran a targeted L- and S-band radio search across the comet’s optimal geometry window. No artificial signal was recovered above the published sensitivity floor. The result is consistent with the natural-comet hypothesis and is now logged against the 3I/ATLAS file. 5. CIA officer charged with fabricating a classified program. A serving CIA officer detained at a border crossing with gold bars has been charged after investigators concluded he had invented a “top secret program” to extract operational cover. The Council files this as a credibility baseline: the institutional cost of an officer fabricating a black program is severe enough to reach federal prosecution — useful calibration when evaluating any future whistleblower whose only evidence is a personal assertion of clearance. Today’s Verdict

Case #00493 — Capitol Hill UAP Disclosure Act Rally, 9 June 2026

From the Case Files

For a calibration point on what an evidence-bearing congressional disclosure event looks like, see Case #00485 — Luna SCIF, 29 April 2026, where Rep. Anna Paulina Luna emerged from a classified compartmented briefing and named “non-human origin” on the record. The Luna SCIF statement remains the highest-credibility disclosure on the modern record from a sitting member of Congress — and the bar yesterday’s rally did not clear.

Watch List

  1. Whether any Member who appeared at the 9 June rally introduces or co-sponsors the UAP Disclosure Act on the House floor before the August recess.
  2. The next Webb spectroscopy window on 3I/ATLAS — methane plus the prior CO₂ measurement sets up a constrained mixing-ratio test that should discriminate between a Kuiper-belt-analog origin and a colder, older formation environment.
  3. The opening-weekend gross and critical reception of Disclosure Day (12 June theatrical), which the Council is treating as a leading indicator of disclosure-narrative penetration into mass culture.
